This memorandum is prepared by Proaktif Malaysia in response to the tragic news of a young
woman who recently took her own life, following a series of severe cyberbullying incidents on the
TikTok platform. The public outcry and frustration over the misuse of social media by a few
individuals, impacting everyone, underscore the urgent need for effective measures to combat
cyberbullying.
The recent incident has highlighted the detrimental effects of cyberbullying, particularly on
vulnerable individuals within our society. This memorandum is presented to the relevant ministries
under the Kerajaan Madani, urging swift action and comprehensive strategies to address this
pressing issue.
Proaktif Malaysia conducted a case study through an online survey to gauge public perception
and sentiment regarding cyberbullying, specifically on TikTok. The findings reveal a significant
concern among the public regarding the prevalence and impact of cyberbullying. These insights
have been analyzed to outline practical mitigation measures aimed at preventing or reducing
cyberbullying incidents on social media platforms.
Proaktif Malaysia emphasizes the importance of addressing cyberbullying as a critical societal
issue that demands immediate attention and coordinated action. We urge the relevant ministries,
departments, and agencies under the Kerajaan Madani to consider the recommendations outlined
in this memorandum seriously. Proaktif Malaysia stands ready to collaborate and assist in
implementing effective strategies to combat cyberbullying and ensure the safety and wellbeing of
all online users.
This memorandum is presented with the hope that proactive measures will be taken to protect
individuals from the harmful effects of cyberbullying and foster a safer online environment for
everyone.
CASE STUDY: PUBLIC PERCEPTION AND SENTIMENT TOWARDS
CYBERBULLYING AND THE TIKTOK PLATFORM IN MALAYSIA
INTRODUCTION
The purpose of this case study is to present the findings of an online survey conducted to assess
public perception and sentiment towards cyberbullying and the acceptance of the TikTok platform
in Malaysia. The results aim to provide valuable insights that will inform policy recommendations
to address cyberbullying effectively and understand the societal impact of TikTok.
BACKGROUND
Cyberbullying has emerged as a significant social issue in Malaysia, particularly with the
increasing use of digital platforms among the younger population. The rise of social media
platforms like TikTok has brought both positive and negative impacts. While TikTok provides a
space for creative expression and community building, it has also become a platform where
cyberbullying incidents occur.
This memorandum is prompted by the recent tragic suicide of a 29-year-old woman, who was
subjected to relentless cyberbullying by several individuals on the TikTok platform. This incident
highlights the severe consequences of cyberbullying and underscores the urgent need for
effective measures to prevent such occurrences.
The Malaysian government and various non-governmental organizations have been working to
address the issue of cyberbullying through legislation, educational programs, and awareness
campaigns. Despite these efforts, cyberbullying remains prevalent, and its effects on individuals,
especially the youth, are profound.
Given this context, understanding public perception and sentiment towards cyberbullying and the
role of platforms like TikTok is crucial. This survey aims to gather insights from the Malaysian
public to inform better policy-making and develop targeted interventions to combat cyberbullying
effectively.
