Memo to the Ministry

Proaktif Malaysia successfully submitted a memorandum to the Minister of Communications, YB Fahmi Fadzil, on 11 July 2024, in response to a tragic suicide caused by cyberbullying on TikTok. The memorandum calls for urgent measures to ensure user safety on social media platforms.

Prior to submitting the memorandum, Proaktif Malaysia conducted an online survey to understand public sentiment and perception regarding #cyberbullying on TikTok.

In the memorandum, Proaktif Malaysia proposed several key mitigation measures to address the negative impacts observed on this social media platform.

Few of the suggested measures are:

• Introducing clear definitions and penalties within existing laws to hold perpetrators accountable and protect victims.

• Mandatory User Verification: Restricting unverified accounts from accessing certain features to reduce anonymous cyberbullying.

• Merit System Implementation: Rewarding compliance with community guidelines and penalizing non-compliance to encourage positive behavior.

• Compulsory Mobile Number Registration: Linking accounts to verified mobile numbers to prevent fake account creation and enhance accountability.

The memorandum aims to foster a safer online environment and prevent the severe consequences of cyberbullying.
